State From Staff and AP reports Reading of city budget delayed The first reading of the Sioux Falls city budget has been delayed from Tuesday until Sept. 8. The $60.5 million budget will not be presented to the public Tuesday because the City Commission has not finished its first round of budget hearings with city department heads, Finance Director Manfred Szameit said. Mayor Rick Knobe and Commissioners Harold Wingler and Vern Winegarden have not reviewed the Finance Department and City Garage budgets, Szameit said. Further cuts to the budget are expected to come in a series of public hearings after the Sept.

(AP) More students are enrolled in military training courses on more South Dakota college campuses this fall, John Nugent, Board of Regents personnel administrator, says. "For some reason or another, ROTC began to lose its drive and lose the interest of the students in about 1976 or 1978," Nugent says. "Before that, both the University and South Dakota State were leaders in ROTC in the 3rd Military Region the northwest corner of the nation," he says. "They even called Brookings 'The West Point of the Students lost interest in ROTC the Reserve Officer Training Corps Nugent says, because the Army increased the service obligation for graduates. And then there was the bitter taste left by Vietnam.

But this year Nugent sees what he calls a resurgence in ROTC. "The army is offering more scholarships to students. You could come in as a freshman, do well, and end up with scholarships for the remaining three vears." Besides scholarships, the Army, offers, free tuition for military courses, free books, free uniforms and a $100 per month stipend for advanced students. And starting this year, Army ROTC will be offered on all seven state campuses. "Most recently Northern and DaState at Madison were added," Nugent says.

"They'll be offering courses through extension from SDSU." In addition, the University of South Dakota offers ROTC courses at South Dakota-Springfield and at Records Magistrate court William Louis Lessel, of Green River, pleaded guilty to grand theft. Walter Cakebread Walter Cakebread, 87, 3900 S. Terry died Thursday at Mitchellville, Iowa. Born in Alpena, S.D., he married Fredericka C. Lutter in 1914. She two private colleges Mount Marty and Yankton College.

The Army assigns instructors and pays their salaries, Nugent says. The schools furnish classroom and office space and accept the military credits toward graduation. About 500 students are expected to enter ROTC classes around South Dakota this fall.

That's about 130 more than last year with almost 50 of the additional students enrolled in the new programs at Northern and Dakota State. Only since 1972 have women been allowed to enroll in ROTC, and since then, more than 80 percent of the students have been men. But this year the percentage of female students is growing at almost every campus. "There's been a lot of interest by women," Nugent, a Reserve Army major, says. "In 1976 we commissioned the first female officer in the nation at the ROTC program at USD." The renewed interest in ROTC may be partly due to changing times, but it's also due to Army recruiting efforts.
